This briefing paper explores the need for new linear infrastructure, such as electricity transmission lines and water and sewerage pipes, in the UK. It examines some of the current issues in the planning process across a variety of sectors that led one panel member to describe it as one of ‘managed unhappiness.’ After summarising some of the key changes that are currently being made in the process, it moves on to consider the pros and cons of new tools that can support the implementation of this reform agenda and help enable more collaborative place-making. The briefing ends by explaining the need for an independent panel in this area.
